The Scrap Metal Dealers Act 2013

As of 01 October 2013 in England and Wales, scrap metal dealers will require a licence to continue to operate legally. The Act extends to all site-based and mobile scrap dealers, including motor salvage operators and has been introduced to reduce incidents of metal theft.

The licence will be issued by the local authority and The Environment Agency (England) and The Natural Resources Body for Wales will maintain a public register of licences issued by local authorities.

One of the provisions of the act is that a record is kept for receipt of and disposal of metal.

Similar to England and Wales, Scotland also wishes to tackle increased incidents of metal theft and held a recent Consultation on the Licensing of Scrap Metal Dealers which closed for comments on 03 July 2013.
